Your Duties and Responsibilities at WFP
The National Programme Policy Officer will work with the Programme unit R4 Team and under the supervision of the Senegal country office R4 coordinator and will perform the following task.
- Organize, coordinate and manage technical assessments related to the risk transfer and insurance component of R4
- Support the design of the risk transfer and insurance component, including the development of insurance policies, delivery channels, and linkages to other components and other WFP activities;
- Support and coordinate the design of distribution process for risk transfer component with partners as well as the training and sensitization;
- Ensure the critical deadlines are respected by all stakeholders, and particularly regarding distribution, premium collection, claims settlements…
- Based on R4 strategy, develop partnerships in order to strengthen the sustainability of the insurance components, and in particular with delivery channels;
- Develop a monitoring and evaluation plan for the insurance and risk transfer component, taking into account best practices in impact evaluation design, with a specific focus on food security impact and the effectiveness of risk transfer mechanisms.
- Build a network of key insurance and risk transfer stakeholders at local, national and global levels including government, private sector and other partners, and coordinate and organize periodic meetings of CDPAI;
- Contribute to the development of terms of reference for consultants and service contracts for R4, including for implementing partners, local insurers, climate risk analysis and communication;
- Contribute to the preparation of the monthly management update on R4 progresses and key management issues;
- Make sure all stakeholders have access to useful information on the risk transfer component;
- Ensure that the risk transfer component is properly aligned and coordinated with the 3 other components of R4 and ensure synergy with other WFP and partner activities;
- Support and follow up (with field work) the training and raising awareness on climate services and ensure that all stakeholders have access to useful climate services information;
- Elaborate FLAs, MOUs and contracts with partners, follow up signature and transmission to partners and support for creation vendor for new partners
- Provide guidance on and participate to the feasibility assessment process, including selection of areas, field data collection, selection of partners, concept design and concept note preparation
- Support the country office and partners in training and awareness raising, preparation of legal documentation, distribution strategy, scaling up strategy and linkages with other R4 components and WFP activities;
- Contribute to the development and fundraising effort of R4 and WFP activities,
- Develop and implement climate information services for Climate smart agriculture in the country.
Qualifications, Experience and Skills
- Post graduate university degree (at least masters or Bac +5) in social sciences and development studies, supplemented with experience or additional education in social and community services, agriculture, community development, insurance, food security and nutrition, finance or another related field.
- At least 4 years of progressively responsible work experience including at least 2 years as a staff in humanitarian, resilience and development project management.
- Strong field experience in microinsurance or insurance especially index based agricultural insurance
- Sound knowledge of micro-finance sector and working knowledge of micro-insurance and risk management;
- Good quantitative and qualitative analysis skills;
- Excellent analytical and writing skills;
- Written and spoken fluency in French and English required;
- Ability to work independently as well as within a team;
- Detail oriented, efficient, and able to promptly meet deadlines;
- Experience utilizing computers including word processing, spreadsheet and other software packages.
